Флаг Киргизской ССР был принят Президиумом Верховного Совета Киргизской ССР постановлением от 22 декабря 1952 года. В Конституции Киргизской ССР 1978 года указано, что соотношение сторон флага составляет 1:2, при этом синие/белые/синие полосы в центре занимают 2/3 высоты флага, а белые полосы – 1/20 высоты флага. Красный, синий и белый цвета были взяты из панславянской цветовой гаммы. Согласно Конституции, в статье 168 подробно говорится:
The flag of the Kirghiz SSR was adopted by the Presidium of the Supreme Council of the Kirghiz SSR decreed by its Decree on 22 December 1952. The 1978 constitution of the Kirghiz SSR states that the ratio of the flag is 1:2 with the blue/white/blue stripes in the middle taking of the flag height and the white stripes 1/20 of flag height. The red, blue and white colors were derived from the Pan Slavic colours. According to the constitution in detail in article 168:
"The national flag of the Kirghiz Soviet Socialist Republic is a red cloth with a blue stripe in the middle of the entire length of the flag. The blue bar is one third of the width of the flag. Along the blue stripe in the middle is a white strip, equal to one twentieth of the width of the flag. On the upper red part of the flag, at the shaft, are depicted a golden hammer and sickle and above them a red five pointed star framed with a gold border. The flag differences from the flag of the Soviet Union and the flags of the Soviet Republics was a larger star (in comparison with the image of the sickle and hammer) and the location of the hammer and sickle practically on the border of the red and blue stripes: on the flags of all other republics (except for Georgia and Turkmenia), the diameter of the circle into which the 5 terminal star was inscribed was exactly half the size of the side of the square in which the sickle and hammer were inscribed, and on the flag of Kirghizia, the diameter of the star (1/10 of the width of the flag) was more than half Side of the square (1/6 of the width of the flag).
"Национальный флаг Киргизской Советской Социалистической Республики представляет собой красное полотнище с синей полосой, проходящей по центру всей длины флага. Ширина синей полосы составляет одну треть ширины флага. Вдоль синей полосы, по центру, расположена белая полоса, равная одной двадцатой ширины флага. На верхней красной части флага, у древка, изображены золотой серп и молот, а над ними – красная пятиконечная звезда, окаймлённая золотой каймой. Отношение ширины флага к его длине составляет 1:2." Отличием флага Киргизской ССР от флага Советского Союза и флагов других советских республик являлись увеличенный размер звезды (по сравнению с изображением серпа и молота) и расположение серпа и молота практически на границе красной и синей полос: на флагах всех остальных республик (за исключением Грузии и Туркмении) диаметр окружности, в которую была вписана пятиконечная звезда, был равен половине стороны квадрата, в который был вписан серп и молот, а на флаге Киргизской ССР диаметр звезды (1/10 ширины флага) превышал половину стороны квадрата (1/6 ширины флага).

История
После образования Киргизской ССР 5 декабря 1936 года был принят первый флаг Киргизской ССР. "Национальный флаг Киргизской Советской Социалистической Республики представляет собой красное полотнище с надписью "Кыргызская ССР" на кыргызском языке в верхней части и на русском языке в нижней части в левом верхнем углу флага. Отношение высоты к ширине – 1:2." | источник: Конституция Киргизской ССР, 23 марта 1937 года. Первый вариант флага использовал латинский вариант кыргызского алфавита. Этот флаг находился в использовании с 1937 по 1940 год. После принятия кириллицы был разработан новый дизайн флага. 22 декабря 1952 года красный флаг был заменен новым красным флагом с синей и белой полосами, расположенными по центру по всей длине флага. После обретения независимости этот флаг оставался флагом новообразованного независимого Кыргызстана до 1992 года, когда был принят новый флаг.
