Советский Союз также подписал Заключительный акт Конференции по безопасности и сотрудничеству в Европе (Хельсинкские соглашения), который обязывал страны-участницы уважать международно признанные права человека, однако лишь в конце 1980-х годов публично обсуждался вопрос о приведении конституционного и внутреннего законодательства в соответствие с международными обязательствами в области прав человека.
Роль гражданина
Статья 59 Конституции устанавливала, что осуществление гражданами своих прав неразрывно связано с исполнением ими своих обязанностей. Статьи 60–69 определяли эти обязанности. Граждане были обязаны трудиться и соблюдать трудовую дисциплину. Уклонение от труда объявлялось преступлением – "паразитизмом" – и влекло за собой наказание. Конституция также обязывала граждан защищать социалистическую собственность и бороться с коррупцией. Все граждане несли воинскую обязанность для защиты и "укрепления мощи и престижа Советского государства". Нарушение этого долга рассматривалось как "предательство Родины и тягчайшее преступление". Наконец, Конституция возлагала на родителей обязанность воспитывать своих детей для общественно полезного труда и формировать из них достойных членов социалистического общества. Конституция и другое законодательство защищали и обеспечивали соблюдение советского гражданства. Законодательство о гражданстве предоставляло равные права гражданам, принявшим гражданство по натурализации, и коренным гражданам. Законы также предусматривали, что граждане не могли свободно отказаться от своего гражданства. Для этого требовалось обращение за разрешением в Президиум Верховного Совета, который мог отказать в удовлетворении заявления, если заявитель не проходил военную службу, исполнял судебные обязанности или несёт ответственность за содержание иждивенцев. Помимо этого, Президиум мог отказать в заявлении в целях обеспечения национальной безопасности или лишить гражданства за клевету на Советский Союз или за действия, наносящие ущерб национальному престижу или безопасности.
